About Kerry D. Landis, Safety Consultant

Mr. Landis is a Safety Consultant with excellent analytical, organizational, and creative skills gained during 37 years of extensive experience as an industry consultant and team leader for numerous assessments: Member of the San Onofre Nuclear Generating Station (SONGS) Nuclear Oversight Board (NOB); Member of the Fort Calhoun Station (FCS) Safety and Review Committee (SARC); a senior manager and inspection team leader at the US Nuclear Regulatory Commission (USNRC); and a US Navy Submarine Officer (CDR-Retired). He is a subject matter expert and provides support for the following areas: regulatory oversight, organizational and programmatic effectiveness assessments, safety and risk assessments, nuclear reactor construction, testing, operations, security, root cause evaluations, corrective action programs assessments, and special projects. At the NRC, his performance was awarded for outstanding leadership and exemplary consensus building with USNRC headquarters engineering staff during the resolution of many complex technical issues.  He is skilled at evaluating, solving, and communicating complex problems in multiple stakeholder environments.  His interpersonal skills and commitment to excellence result in effective and productive working relationships with clients and other stakeholders.

Qualifications

  • International – US representative on IAEA Individual Readiness Review Team (IRRT) to Bulgaria, during which he assessed the overall effectiveness and recommended improvements to the Nuclear Regulatory Agency in Bulgaria.
  • Readiness Assessment – Team Leader for readiness assessments that evaluate station readiness for NRC’s baseline and supplemental inspections: IPs 71152, 95001, 95002 and 95003, etc; Root Cause Analyst – performed numerous Root Cause Evaluations and Corrective Action Program Evaluations;  Managed the inspections and assessments necessary to support commercial reactor licensing;  Received the formal Probabilistic Risk Assessment Training Series provided to NRC Senior Reactor Analysts (achieved top of class overall score).
  • Team Leader – conducted team inspections, safety assessments, operational assessments, root cause evaluations, enforcement conferences, and event response special inspections for nuclear facilities.
  • NRC Engineering Manager – implementation of engineering inspection program, safety assessments, operational assessments, enforcement, and risk analyses for all 33 commercial nuclear reactors in NRC Region II for the following disciplines: safety system design, modification, and testing; safety system maintenance and operation; and fire protection.
  • NRC Regulatory Oversight Manager – Managed NRC inspection and assessment effort to support preparation for the initial licensing of a commercial reactor; Developed the two year Inspector Training and Qualification Program for Operating Reactors; Developed two year Inspector Training and Qualification Program for Construction Inspector Qualification; Developed NRC staff strategic training plan to support new reactor inspection demands.
    Managed NRC regulatory oversight at many commercial reactor sites, especially those sites involved in initial Early Site Permit (ESP) and Combined Operating License (COL) efforts;  managed the NRC inspections, safety assessments, operational assessments, enforcement, event response, emergency response and risk analyses for nuclear facilities each requiring resolution of complex engineering and operational problems, including a large volume of allegations; and managed the inspection, assessment, and approval for restart for a commercial reactor following resolution of long standing engineering problems during a long term shutdown. Designed, developed, implemented, and maintained several management/diagnostic tools used for management oversight of NRC Regional Operating Plans.  Trained new staff engineering inspectors.
  • Military Experience – Executive Officer (US Navy Reserves) of CINCEASTLANT (NATO Command Unit) and served active duty on Nuclear Submarine as an Engineer Officer (US Navy).
